With the financial help of CNP-Assurances,

Crédit Local and technical support of the Service
Commun Informatique (SCI) of the University
of Limoges, EUROPA has been developing since 1998 an extensive
research programme on " The evolution of the public sector
and public service organisations in Europe".
Those participating in the conduct of this programme include:
L'objective of this programme is to approach
and deal with the following questions:
-
the increasing recognition
of public services by European Community law, the evolution
of the ideas of "service of general interest" and
"universal service" developed by EC law, as well
as the position of member-states on these concepts and their
own national view of "service of general interest"
and "universal service" ;
-
the current position
and evolution, in several countries of the European
Union and certain candidate countries, of methods of organising
and managing their public administration and public services,
as well as the legal regime applying to public officials and
their system of social welfare ;
Conducting such a programme required a means
of exchange between all the actors, specialists, contributors
and European citizens concerned by this topic and likely to work
and collaborate on the mutual understanding of public services
within Europe.
That is why the opening of the Internet
site PROSPEUR "First Network to Open on Public Services
in Europe" (Premier Réseau Ouvert sur les Services
Publics en EURope) seemed the most appropriate technological answer
in terms of support, in order to allow converging directions of
work and thought to be revealed, as well as to implement all the
potential offered by the new Article 16 of the Consolidated Treaties
of the Union.
For the periode 2000-2003, the European
countries selected to make up this research programme are:

7 States of the
European Union : Belgium, Germany, Greece, Italy,
Spain, United Kingdom
-
7 States of Central
and East Europe : Bulgaria, Czech Republic, Hungary,
Poland, Romania, Slovakia, Slovenia.
For each state the following issues
will be treated:
-
the territorial and administrative
organisation of the state ;
-
an analysis of its public
sector and its large-scale public 'network' services ;
-
the legal regime applying
to local and national public officials ;
-
the system of social
security of citizens and of public officials, when these latter
are offered special systems of social welfare.
The collection of studies and analyses
made available on line on PROSPEUR are the result of research
work carried out by the experts in the EUROPA network,
with whom you can communicate directly by clicking on the
